Special Enrollment Period for Uninsured New Yorkers Facing Tax Penalties

Impacted Individuals and Families Can Sign Up For Coverage March 1 – April 30

NY State of Health has announced a special enrollment period (SEP) for individuals and families who had to pay a federal penalty for 2014 and had not been aware or had not understood that they would have to pay a penalty for not having health insurance coverage. The SEP will start on March 1 and end at 11:59 p.m. on April 30, 2015.

The Affordable Care Act imposes federal tax penalties on individuals who do not have health coverage. The 2015 penalty for those who are uninsured and do not have an exemption will be $325 per adult or two percent of income, whichever is greater. The 2016 increase will be $695 per adult or two-and-a-half percent of income, whichever is greater.

To be eligible for this SEP, individuals must attest that:

  • when they filed their 2014 federal tax return, they paid a penalty for not having health insurance in 2014,
  • they first became aware of or understood the implications of not having health insurance in 2014 when they filed their federal tax return.

New Yorkers need be aware that they will not be able to purchase coverage during the remainder of 2015. Consumers may be subject to a federal tax penalty when they file their 2015 federal income taxes if:

  • they do not enroll during this period
  • do not meet the criteria for other SEPs

Individuals who are eligible for Medicaid and Child Health Plus can continue to enroll throughout the year.

Male sexual abuse survivors Weekend of Recovery, April 24-26

The Adirondacks’ first Weekend of Recovery for Male survivors of sexual abuse will be held April 24-26. This healing weekend offers support for any male, 18 or older, who has been sexually victimized as a child or adult.

The Weekend of Recovery is facilitated by trained therapists and educators, many of whom are male survivors themselves. This team has conducted hundreds of these groups nationwide. A first for the Adirondack region, previously the closest Weekend of Recovery location was in New York City.

Co-sponsored by the Adirondack Health Institute’s STARS (Sexual Trauma and Recovery Services) program and Essex County SAS (Sexual Assault Services), the weekend is made possible through a grant funded by the NYS Division of Criminal Justice Services, the administering office for the SASP (Sexual Assault Services Program) Formula Grant Program.

Participants can expect to learn new skills to help with their recovery, have an opportunity to tell their story in a safe and supportive environment and have a chance to take steps toward removing recovery road blocks.

Due to the grant, there is a significant reduction in cost for any NYS resident. Registration priority will be given to individuals residing in the following New York counties: Essex, Clinton, Franklin, Warren and Washington County. The next priority will be given to any NYS resident, pending availability. The weekend will be held at Silver Bay YMCA, Silver Bay, NY Weekend lodging and meals are included.

DSRIP Teamwork in the Adirondacks praised by New York State Medicaid Director

Jason Helgerson, New York state Medicaid director, spoke highly of AHI’s DRSIP team during the Department of Health oversight panel’s review of the AHI PPS application.

As reported by the Watertown Daily Times, Mr Helgerson’s quote states, “They have been actively involved in one of the nation’s most successful patient medical-home pilots that brought together a whole array of providers who have actively participated in the Medicaid program,” he said.

“That positions them well, because they have already been collaborating. I would say that Adirondack is one of the furthest and most advanced from an implementation standpoint.”

DSRIP Project Budget template available

The AHI PPS DSRIP Project Budget template is available.

We only need one Initial Project Implementation Budget Template completed for each implementation of a given Project.

  • For example, there are many Behavioral Health / Primary Care Integration implementations being planned, each project will have its own budget template.  Within a given implementation, there are usually multiple partners – we are NOT asking for separate budgets from each partner, nor do you need to specify which partner is incurring the cost on the budget at this time.  That step will come later.

Project Teams should complete the template and submit to AHI by Friday, March 6th.

Note: There will be a Project Budget item on the agenda of the Friday, February 13th RHIT “All Team” Meeting.  There will be time for Q & A, as well as time for project teams to break out into groups and develop a plan for completing the budgets.

NYS DSRIP Independent Assessor Releases Project Scores

The Department of Health has released the Independent Assessor PPS Project Scores for each project.  The Independent Assessor noted that most Project Plan Applications submitted were of extremely high quality. These scores represent the final assessment by the DSRIP Independent Assessor on the project applications.  Bonus points for 2.d.i are not included in these scores. Scores are also viewable on the DSRIP website.

The Independent Assessor will be finalizing an Executive Summary for each PPS application that covers the overall scoring, reviewer comments, and a project by project summary. Please look for a notice in the coming days.

DSRIP CRFP Finance Process

The Finance Workgroup/HIT Workgroup and RHIT Workgroups are advancing toward a successful close to the CRFP process by the Feb 20th due date for ALL CRFP applications to the DOH.
